Embroiled in the Manitoba Schools Question, Prime Minister Sir Charles Tupper, in an attempt to maintain control of the House of Commons, introduced remedial legislation protecting French minority rights in Manitoba. The unsuccessful bill provided for the restoration of Catholic schools in Manitoba. The legislation was blocked and the Conservatives, under Tupper, were decisively defeated in the 1896 election.
